‘The City and the Sea, and a Harmonious Future’
- for the 2013 World Landscape Art Exposition in Jinzhou, China -

Good afternoon Ladies and Gentlemen

At first, I would like to express my gratitude to the Jinzhou Government, the Central Government, the local parties, AIPH and IFLA for their efforts to prepare for this great forum.

It is a miracle for me that this EXPO is held successfully in the extremely limited period of time because of everyone’s hard work and efforts. Many friends in the world must feel the same.

This EXPO is a start of creating ‘the Cultural City of Landscape Art’ for the future with a harmony of ecology and landscape art in the sea and the city.

Especially the 20 works selected from many applications for the international design competition hosted by IFLA proved the meaning and significance of this EXPO.

This is a good opportunity to state my thoughts as one of the members who prepared for this EXPO.

In the 21st century, instead of focusing on efficiency and functionality, China must preserve the environment such as regional unique landscapes which were developed over long years. And also China must aim to create a new environment.

I think it is necessary to create a great nation of landscape and culture where the life of people takes good care of old things and fits in the nature of the region instead of destroying the environment.
Landscape is a metric of the culture of a region. Beautiful landscape shows a high cultural level of the residents
This EXPO is a challenge to achieve the goal of ‘the Cultural City of Landscape Art’.

Let me explain the characteristics of this EXPO to realize ‘the Cultural City of Landscape Art’ which ensures the safety and security through harmonization of the sea and the land.

1.Two international organizations, AIPH and IFLA, made preparations together for the first time in the world.
AIPH, International Association of Horticultural Producers, was established in1948 to improve horticulture in the world.
IFLA, International Federation of Landscape Architects, was established in 1948 to spread and to develop landscape art and science in the world.

2.The largest EXPO site was completed in the shortest time period. The large site provides a large space for flowers and plants. It is difficult for the living creatures to adapt to environmental changes on the new man-made island in a short period of time. It can be a good opportunity for the visitors to deepen their understanding of growing flowers and plants by the experts.

3.This site was reclaimed from an old fish farm. It is not a negative act but a challenge to build a new foundation to improve the environment for restoration of the ecosystem.

4.It is also a challenge to restore a beautiful seaside landscape with flowers and plants on the coast developed in the 20th century.

5.The Bohai bay area can become a center of landscape art and horticulture in Asia.

6.This EXPO paved a new way for the future NGO activities.
Technological development in the 20th century was rapidly advanced, however there is an issue. We don’t have a broad enough perspective to evaluate the environment as a whole, because professional fields are too subdivided. It is the first case that NGOs with a common purpose cooperate in a cross-sectional manner to solve problems of the environment on the earth based on the review of the past.

4) Effects of the International Exposition

1.The EXPO is a place of adventurous experiments such as new environmental technologies for building a new era.
2.It is an opportunity to cultivate human resources for the next age such as the technical experts and the managers who made preparations for the EXPO.
3.The EXPO can make this area widely known, and the new tourism industry can activate the local economy.
4.Public facilities related to the EXPO are constructed.
5.The EXPO will help the public to understand protection of the environment.

5) Future Issues
We are in the early 21st century, and the civilization will continue to expand cities rapidly as well as to develop the transportation. Infrastructure development in a mature society will be necessary during the urban development with sufficiency of public capital.
A beautiful City of Landscape Art will be realized by respecting cultural aspects such as landscape art in the world as well as the traditional local stories instead of focusing on efficiency, functionality and universality. Then in the future, the beauty of the EXPO will be maintained, and economic effects will increase to promote independence.
This EXPO is based on the protection of the environment by pursuing the quality of landscape art.
We need to observe the laws for the protection of the environment, and also we have to make new laws to protect the environment.
We could discover valuable cultures by listening to the opinions of the visitors who came from a distance to enjoy the EXPO. Right now this international symposium is also a good opportunity.
In the last 60 years AIPH opened many EXPOs successfully all over the world.
On the other hand IFLA did not open exhibitions but publish research results of creating landscape culture at the world conferences every year for the spread of education to solve environmental issues.
I hope this EXPO will be a base of UNESCO’s NGO activities, and IFLA and AIPH will work together more closely in the future. I also hope Jinzhou will become the World’s Center of Activities for Creating a City of Landscape Art in association with NGOs such as IFPRA, International Federation of Parks and Recreation Administration.
